Anti Spam & Anti DDOS protection for my Server

The IP address of my VPS which is used as a webserver hosting my website is always marked as a spam and blocked by the service provider, I'm using Plesk as a control panel and I have tried to disable the mail server in Plesk to stop this issue, my website using smtp server from another provider to send emails.
I'm looking for an expert to do the following:
1. Investigate and detect the issue why my IP is always marked as spam IP.
2. Configure my VPS in a way to protect against spammers and utilizing my server to send spam emails.
3. Provide a protection to my sign up page against bots sign up.
