Add some batch programming to newly installed PFSense firewall for adding to the list of blocked urls

I recently hired a programmer to install PFSense for me. He did a good job. Now, I need to hire you to add some type of coding (such as perhaps a DOS batch program, or something similar) that when I run it with a text file input, it adds to the list of blocked urls that can't go into my email. Then, all I do is prepare the list of blocked urls in Notepad and run that batch program whenever I need to.
