API Web Service PHP

The objective of this project is to create a Web Service with 15 methods.
This Web Service will integrate a Mobile App, which will transfer data and files in encoded long text.
The Web Services must work on a server in the cloud with the following characteristics:
cPanel Version 92.0 (build 6)
Apache version 2.4.46

MySQL version 5.7.32
X86_64 architecture
Linux operating system
Shared IP address 190.8.176.216
Path to Sendmail / usr / sbin / sendmail
Path to Perl / usr / bin / perl

Kernel version 3.10.0-962.3.2.lve1.5.42.el7.x86_64
This server CANNOT run Node JS because the application must be installed on it on a shared hosting server where it does not have Terminal.
