ANPR System Development for Linux Desktop

I'm seeking a skilled developer with prior experience in building an Automatic Number Plate Recognition (ANPR) system. This needs to be a desktop application tailored for Linux operating systems.

Key Features:
- Real-time License Plate Recognition: The system should be capable of identifying license plates in real-time.
- Alert Notifications: The application should have the ability to send out notifications or alerts based on certain triggers or parameters.

Ideal Skills and Experience:
- Extensive knowledge of developing desktop applications, specifically for Linux.
- Proven experience in creating ANPR systems.
- Proficiency in implementing real-time data processing.
- Capability to incorporate alert notification systems.

The developer has to build a application which takes feed from a live camera and does OCR of a vehicle number plate . the vehicle could be truck , car , bike or a 3 wheeler .

The challenge is that these are vehicle at times have very poor number plates and at times it is hand written.

The system should also be able to
1. identify the vehicle speed
2. overtaking
3. vehicle standing at no parking zone
4. wrong face parking ( vehicle parked in wrong direction )
5. Vehicle number plate ( most important)

we can provide the vehicle and no plate data for training but the developer has to d the training .

we also want to have a facility to train the system to identify fancy number plates so that the plate can be identified as plate itself as OCR may not be feasible for some of them.

we will need a short approach document to be sure that the developer can complete the project, preference will be given to people who already have done a similar project.
