Unauthorize links directing to my Web Site

We need help with fast unauthorize of toxic links on my website, we need a SEO expert who can give us alternatives to solve the problem of bad back links, the alternatives must be functional, fast, constant and effective. We already disavow in google console, but the link doesnt decrease in time (several months).
