regression analysis

I am looking for a freelancer to create a model that predicts the likeliest time that a future event would occur based on a sample of about 200 similar previous events. Each of these historical events consists of about 9 quantitative independent variables. The output is in the form of a probability. Additional historical data is available to backtest prediction accuracy. While I'm familiar with the use of regression in such cases, other approaches like machine learning may be viable The timeline for this project is to be discussed.
