Parking Light Lighting Layout

I need an Engineer who is familiar with lighting to provide a site layout to meet planning and zoning requirements. I have a starter layout from an lighting supplier, but now I need it modified to match zoning requirements. It is my observation that the way they've designed it there are too many foot-candles of illumination at the property boundaries per code. Plus there are areas they didn't mark the foot-candle rating on that I need to show planning and zoning. In other words, the lighting supplier only provided foot-candle values in the parking lot itself. I need them all the way to property boundary for approval.
