I need an affordable lighting designer

We (the owners of the apartment complex at 40 South Beach Promenade, 6162 South Fremantle, WA) would like to refurbish the existing lighting in the complex + make it uniform across the complex, remove light pollution from the apartments that are exposed to non fit for purpose current solution. I am sending some photos initially to get the concept. The key would be to refurbish the powder coated casings of the existing lighting and make them suitable for coastal environment, change them to LED solution and where light pollution is a problem add some deflectors (or find other alternative solution). I am looking for someone local, affordable, who could attend the complex and help visualize the concept.
