I need a letter written

I have been dealing with an agency and they, unfortunately, gave out my social security number and personal address to strangers. This has been deeply upsetting to me as I have previously been a victim of crime in my home. It is very distressing to this that strangers know where I live. I have called this agency numerous times and reached out by email to see what they are going to do to rectify this situation. They have not responded to any of my attempts. I am looking to take it to the next step and get a lawyer involved. I want to start by sending an official letter to get their attention and see if they will respond and rectify this issue.
