I need legal advice

I own an aircraft. California law states that any aircraft over 35 years old is eligible for exemption of property tax. I applied for, and got that exemption. My plane is 43 years old. For the first several years, I got a zero tax bill. Then someone added rules on top of the code, and denied my exemption. Now I have 3 liens on my plane, preventing me from selling it.
After considerable efforts, the County Assessor changed the assessment on the plane as much as 5 times in a single year, but the Tax collector refused to adjust the tax bill, demanding the original tax bill, plus penalties and interest.
The liens were filed with the FAA without any notice or warning. I have been given no opportunity to dispute the bill. I requested an administrative hearing, and was told "if you don't like it, sue us." The concept of due process does not exist in the County of Los Angeles.
I am in need of an assessment of what I could sue for, and my chances of winning.
