I need appeal a hearing

I would like to appeal a decision for trash violations that I receive However the violations were sent to an incomplete address that's on file within the agency (no apartment number) I'm the violations were given over 10 years ago I just became known of them when I went to go sell my house in Washington DC The tickets that were given in 2012 hadto be paid at settlement I tried to appeal it and courts they said that it was untimely I also tried to explain that it was untimely tbecause I never received them and that the address that they were sent to was not the correct addresses the judge informed me to contact the agencies to see if I can resolve them within the agency it was 2. 1 agency dismiss them after the investigation the other agency refuses t
to dismiss them So I have all my documentation there's noresearch that you would need to be done I have all my appeal notices I just need someone to help me write tthe appeal format.
I believe it's an open shut case the government has to send notices to the correct address on file
