legal opinion for Apple

I have to push on Apple Store an app that is a crypto bot. It means that is not an exchange, but need an exchange connection to works. The user has to connect his exchange account to the app.
Apple is asking for a legal opinion says that the app no need licenses to operate. I have to present this legal opinion for the highest number of countries.
The objective is to get the Apple approvation to push live the app.
