Venezuela Criminal Record Certificate or Justification Letter that is not possible to have one from lawyer

I need a criminal record certificate from Venezuela for two family members, for immigration purpose, I need this document in English. Should be official document from Venezuela government, or a statement from a official lawyer from Venezuela saying that is not possible to have the criminal record when you do not have a Venezuelan ID and never had residence in Venezuela.

Requirements:
