Unlock a disabled group

I have a group on FBOOK which has been disabled by FBOOK over 1 year ago. Please check attached image. One of the freelancers told me that I need a Cease and desist letter and a Reclaiming rights of the group letter to get the group reinstated. He tried to charge me for these letters even if the group doesn't get reinstated. I'm not interested in paying for paperwork. If you think you can get the job done, and your price is reasonable, I will award the project to you, will create a milestone and will release it when the group is reinstated.
