Research the Egyptian Laws for Foreign Currency Ownership

I'm looking for someone to research the laws regarding private ownership of foreign currency in Egypt (so this isn't really a legal advice!):
Supposedly, private individuals and regular businesses aren't allowed to own foreign currency in Egypt. Only businesses with special permits are allowed to own foreign currency, but they must be able to prove its origin.
Is this statement true? What law/regulation/decree governs this, and where can I find it?
And if it exists: Is this law actually enforced? Are there any (Egyptian) newspaper reports about such controls?
The only thing I've found on this topic is Law No. 88 from 2003 (https://sadanykhalifa.com/ar/section-data/%D9%82%D8%A7%D9%86%D9%88%D9%86%20%D8%A7%D9%84%D8%A8%D9%86%D9%83%20%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D9%89/97), but that seems very vague and not entirely precise to me. There must be something more specific.
So the task is:
Find the relevant legal texts/regulations for me and newspaper reports (if available).
(Yes, these texts are allowed to be in Arabic or whatever...)
... must be easy for an Egyptian citizen.
