Reasoned Legal Opinion Required from an Authorized Legal Council (US only)

We require an RLO to be written to enable our business to advertise on social media, specifically:
"In a scenario with no gambling license, we need a legal memo or reasoned legal opinion from an authorized outside council that:
It is explicitly legal to offer the product in the territories where they’re advertising
The is no material legal risk to FB in running ads to their site"
Having spoken to Facebook about this, with regards to wording on the RLO it sounds like it's country based as opposed to state based, we've already stressed to them that we're advertising in selected states & to 21+ yo's so the country specific one should be suffice.
Our website bookiebeater.com is a subscription based sports blog which provides advice, information and analysis on upcoming sporting events. The fully registered Australian arm of the business has been operating since November 2016 without the necessity of having a gambling license. This is due to the fact that there is no means to gamble on the site itself, subscribers are given access to the relevant information which they then use for their own means. It is not a gambling site in any way, shape or form.
We are looking for someone (potentially a new graduate that is keen to establish themselves) to provide the relevant legal council on this and if successful to become our legal representative.
We are growing very rapidly and have 15 staff working for us now. It is a great opportunity for the right person to join our team in what is an incredibly exciting industry
