Looking for a Consultant to setup Business operations in U.S

We are a recruitment and Staffing Company in India we have recently registered our company in U.S (California State)
We are looking for someone who can help us in setting up and guide us on below pointers
1. Permits and certifications required
2. How to operate in Multiple states
3. Draft copy of Service agreements for Clients, Vendors and Sub Vendors
4. Employer and Employee Insurance
5. How Taxation works
6. How are salaries defined ( Pre and Post Tax, Retirement benefits, insurance etc)
7. Define SOP's
8. End to End experience with Federal and State Taxation, Business Licenses and Permits such as Staffing Agency Permit, Sales Tax Permit.
9. Immigration Laws, necessary work VISA's for employee and employers
Must know how to draft Contract and Agreements as per the United States laws
Experience in Global Mobility of resource is a Plus
