Legal advice for YouTube content

Hi I want to do a project where I utilise footage from YouTube. For example Vladimir Putin's speach about the war in Ukraine or Kimberley Guilfoile's speach at CPac. Donald Trump's speach for 4th of July. A snippet of commentary from a Rachel Maddow segment.. for example. How legal or illegal is any of this. I need someone to help me understand what is and what isn't possible. This is simply for a creative project.. satirising current affairs. It is not meant to be monetised in any way.
