LEGAL: research of local laws in the area of traffic fines and corresponding regulations
Budget: €750 – €1,500 EUR
Legal research shall cover one or all of these 6 countries – Germany, UK, Spain, France, Italy, Netherlands.
1. Is it possible/legal to issue fines for traffic violations (speeding, red light, wrong lane turns etc.) based on non-governmental/non-state controlled sources, like video analytics software from private/corporate cameras? If yes or no, the task is to create a scrupulous description of laws and how it applies in real life, with publicly available cases, per each country, each region/comunidad etc.
2. Is it possible/legal for a source (individual or a private company) to receive a reward for issued and paid fines? If yes or no, the task is to create a scrupulous description of laws and how it applies in real life, with publicly available cases, per each country, each region/comunidad etc.
If the question above is YES, then 2 options to enlist for this particular region/country:
- this reward might be linked to the fine value as a percentage of a fine?
- or is a fixed amount yearly/monthly/per fine etc.?
3. Are license plates considered a personal data? Again, if yes or no, we need a scrupulous description of laws and how it applies in real life, which category of personal data it is, how it shall be stored, each country, each region/comunidad etc – in case it is somehow regulated beyond GDPR, with publicly available cases.
Taking into account this breakdown below the resulting answer might be a table with 3 questions * N columns (per each region/country)

- 17 Comunidad Autónoma (Andalusia, Catalonia, Cantabria, Basque...)
