Create a MoU

We are developing new partners and wish to create an MoU, eventually leading to a contract. The first one is a partnership between my company to provide Cambridge Exam services in partnership with an international school in Tokyo, Japan. Time is of the essence so I am looking for a fast turn around on this and it lead to further work as well based on this project.
