Attorney (preferably Pennsylvania) to join email thread with city

I’m looking for a licensed attorney to join my email communication with the city of Harrisburg. They are asking us to abide by weird rules that are not actually laws. I just want to have an Attorney present in the communication. We do Airbnb investment properties that they approved before we bought this specific property. Now other city officials are trying to make us jump through hoops. I’ve dealt with this in other cities and as soon as I added an attorney into the email thread they stopped messing with us. A Pennsylvania attorney is preferred but not required
