I need to file a pro se case in Washington DC for violation of Civil Rights

I was placed on leave without pay after (5) years of working for the DC Government as a police officer, I was hired as a disabled veteran which the agency know about at the time of hirer. I am looking for someone who can write up my filing with the sighting of case law, the case would be filed in DC and would need to take into account federal and state law.
