Walking quorums schools boards

I'm looking to implement a walking quorum system for school boards, and need help doing it. Specifically, I'm looking to obtain Douglas CO. Dist. Court complaints and Decisions this year on the subject. I have specific requirements for the implementation, and need this project completed as soon as possible - ideally within 1-2 weeks. Please advise on cost and timeline. I want actual legal docs as filed in 1-2 cases in Douglas Co in last 12 months and cost estimate of project before doing!
