Rent during Covid

I am involved in a California civil action. A premises that I had been using, paying rent but with no lease--was closed by order of the City. As the landlord could no give me quiet enjoyment, I believe I owe no rent for the period when the premises was closed by government order. I need a brief supporting my position (and I need to know the authorities on the other side).
