Regulatory affair to obtain necessary permits from regulatory agencies to be able to import and commercialize organic liquid fertilizer

I need an expert to work with regulatory agencies such as APHIS/VS to get the permit that allow product to be imported to United states. The product is a liquid fertilizer derived using naturally occurring substances from mother earth and animal wool. I can provide input and what goes into manufacturing but need someone who has experience and expertise to work with regulatory agencies to obtain all permits to be able to import and commercialize product in United States.
