Pro Bono, Child Support Petition Assistance

I’m in search of someone who can assist me with getting a petition started. What is the process, what I need to do to get it in front of necessary law makers. I need someone will to help me in a pro bono level. The petition will be addressing California Department of Child Support. The law is so one sided concerning laws reguarding support that it hurts and damages more individuals then help child and families. From my personal experience and documented situations the “ child support specialist are rude, judgmental and actually on many occasions lied about laws when they thing a parent isn’t knowledgeable. They have too much power and ruin people lives based on steep typing and since given so much authority they need to be held to a higher standard on their professionalism and interaction with the community. I agree with states collecting child support for other states like the Uniform interstate family support act but not when two different states are doing it concerning the same case that doesn’t help but hurt a situation where children need support from a parent. Or the fact that interest is accumulated is crazy. Plz help as soon as possible
