Title: US Gaming/Skill Contest Attorney Needed — Legal Opinion + State-by-State Launch Guidance

I’m building a US-based web/mobile app that includes:

Pick-tracking contests (users submit pregame sports picks; rankings based on performance/win rate; top % receive cash prizes)

Head-to-head skill games (e.g., chess and similar games) with cash prizes

The product is intended to be structured as a skill-based contest platform, not a sportsbook/casino. I need a qualified attorney (or legal professional) with experience in US gaming law / skill contests / sweepstakes / online competitions to provide a written legal opinion and launch guidance.

What I need (Deliverables):

Written legal opinion memo assessing whether the proposed formats are likely to be treated as illegal gambling vs permissible skill contests, including key risk areas and how to structure for compliance.

State-by-state guidance (at minimum: identify restricted/high-risk states and recommended geofencing plan for “cash play,” and which states are safer to launch in).

Recommended contest/game rules language (plain English) for: contest entry, lock times, scoring, payout/withdrawal rules, ties, voids/postponements, anti-cheat, and dispute resolution.

Compliance checklist for payments/payouts (KYC/AML triggers, chargeback handling, withdrawal holds/cooldowns, fraud controls).

Optional (if you can): review and suggestions for Terms of Service / Privacy Policy / Contest Rules (can be separate pricing).

Important context / structure assumptions:

Users may pay an entry fee using a virtual token (e.g., “Tickets”) to enter contests/games.

Winners receive cash prizes.

We will implement geofencing and age gating.

The app will include anti-cheat measures and audit logs.

We are at MVP stage and want a practical launch plan (not academic).

Qualifications required:

Demonstrated experience in US gaming law, specifically skill-based gaming, contests, sweepstakes, or similar regulated entertainment products

Experience advising consumer apps on state-by-state legality and launch restrictions

Ability to provide a written opinion suitable for internal use (and potentially to show payment partners/investors)
