China Refund & Fraud Counsel

A mainland supplier has taken payment yet refuses to ship, and every attempt at a friendly settlement has failed. I now need a China-based lawyer who can turn this into a formal refund and fraud complaint, pursuing the matter as financial fraud under PRC law and any relevant consumer-protection or contract regulations.

Here is what I am hoping for:
