water bill issue

I am looking for a freelancer to help me with an issue I am having with my water bill. Specifically, I have no water meter, yet my bill is too high - I am being charged for water that I did not use. Despite this issue I have not yet contacted my water provider, however, I am looking to do this soon. In preparation of taking this step, I have documentation that supports my issue. It would be great to find a freelancer who can not only help me with contacting my water provider, but also help ensure that I am getting transparent and accurate billing.
