Stay of execution on a writ of mandate filing for my dogs with animal services

A neighbor filed a complaint on my dogs and the first hearing was postponed. I called and asked when it is and was told I will be informed. I was not informed of the hearing and the animal services made a decision to remove. They finally removed them with a warrant. I hired someone on freelancer to file the writ of mandate and the stau of execution. its been 80 plus days and he did a terrible job to the point where three hearing were denied do to improper filing or lack of proof of service. I need help to remedy this issue
