Graded Forum Creation for LearnDash/Buddy Boss

I need a forum similar to Moodle’s forum where the instructor can grade students’ posts. Each student should only be able to see their own grade, while the instructor and the admin can view all scores. If a student submits multiple comments, all graded posts should be averaged into a final forum score. That score must be linked to the gradebook.
When the instructor logs in to review students’ comments, they should be able to see a dropdown menu next to each comment to assign a score from 1 to 10.
That’s the general idea of what’s needed. The forum must be functional and integrated with LearnDash and BuddyBoss. If it’s easier, using WordPress comments as the forum (with the same functionality) is acceptable. However, it must be embedded within the LearnDash course. I need to be able to create multiple forums within the same course or across different courses, and each forum must be graded using the same criteria—meaning the average of the posts in Forum 1 must feed into Forum 1’s grade in the gradebook.
That’s the overall concept. I’d like to know how feasible it is to build, the estimated timeline, and the budget. Thank you.
