We need a sales rep to cold call businesses and offer a free website

We are a new Agency which offer websites and other marketing services. As we have done alot of email campaigns and outreach in social media we now have setup a new strategy where our goal is to go get alot of leads in our pipeline we from there can uppsell to.
Therefore we need someone that can do cold calling to small and medium businesses and offer them a free website. We will then only charge an activation fee which also cover their hosting.
We need someone that can get YES from these business leads so we grow this agency.
If this works this can be a full time position for the right person with possible promotions when we get to a scaling point.
