UK School emailing

I am looking to send an email targeted to over 30k teachers in UK primary schools and to other organisations where frontline practitioners work with children. I require an experienced professional who can help me generate and deliver the email campaign within this month. The email needs to reach named Designated Safeguarding Leads. We require to receive the list as previous experience has shown a lot of bounce backs or email going into junk files.
