Leads required for USA low income

I am looking for a freelancer who can provide me with leads for low-income individuals in the USA. The ideal candidate should have experience in generating both email and phone number leads.

Must fulfil at least one of the below key requirements:

- The household income is equal to or below 200% of the federal poverty guidelines.
- The household participates in specific assistance programs, such as SNAP, Medicaid, Federal Public Housing Assistance, SSI, WIC, or Lifeline.
- The household participates in Tribal-specific programs, such as Bureau of Indian Affairs General Assistance, Tribal TANF, or Food Distribution Program on Indian Reservations.
- The household is authorized to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including via the USDA Community Eligibility Provision during the 2019-2020, 2020-2021, or 2021-2022 school years.
-A member of the household was awarded a Federal Pell Grant during the current award year.
- The household fulfills the eligibility requirements for a participating provider's current low-income program.
