Lead generation needed for graphic/web designer

Hi I am a graphic/web designer and I am looking for new clients. I want to hire a lead generation person who will somehow magically generate me leads.
right now I am paying 0.50 to other web design lead sellers, but not closing enough deals to make it worthwhile. I am also paying google and meta ads about $35 per closed deal.
If you can do better than that, then please submit qualifications and clear bids for leads cost and closed client cost.
