Automotive Pay Per Lead

I do direct mail marketing to automotive dealers across the USA. I am looking to offer leads from online sources (Google and social media) on a pay per lead basis. I need a freelancer with experience in this market that is confident enough to offer these leads to me on a pay per lead basis. I will re-market these leads to individual car dealerships in the USA. A lead will be defined as someone that has the intent to purchase a vehicle.
