LaTEX template and formating

I am at the final stage of editing a document using overleaf. I am not a mathematician nor a programmer. I learned overleaf myself. My university has specific requirements regarding the arrangements and graphics of the final output. I am focusing on the content and proofreading it. I would like to know if you can rearrange my tex file according to the design requirements (see attached) and create a template to use it later. All guidelines are attached.
