I want to build a voice recognition software that converts the voice into text and sends the data to a laravel based website

I have a queue management system for hospitals. So when the queue is being made of the patients, I want to track the live queue status in the hospitals. So for this I need a software through which the voice of the doctor's assistant who announces the names of the patients in the hospital, can be then converted into text and whenever he announces the name of the patient, the live status of the queue automatically gets updated. My budget for this is Indian Rupees 7000/-
