develop github project in to the laravel php script

I need this project to be updated and the following features added to it:
1. It should be written in php language and Laravel framework and have a web panel
2. All the services that are available in this script can also be accessed through the web panel. (Fully)
The web panel has three levels of access:
First: Admin who has access to all sections
Second: the representative who can sell accounts from the packages that are defined for him.
Third: A user who has an account and can log in with the username and password he receives and view his account information and renew his account.
Access that admin has:
