Web & App installation, Local Payment Integration & Uploading to Plays store.

My project is a native app built on Kotlin and laravel for backend., so I need someone who experience in those fields. He will setup and install the admin panel and the apps (Driver & Customer). Also, will he integrate local payment to the apps and admin. Finally, he will upload the app into Google Plays store.
