Setting up a scalable framework for a new application using laravel, React, API First

A scalable project framework that will use Laravel as the core project, however, needs to allow for other code developed in Python or other languages to integrate.

This is a greenfields project, however, the following patterns need to be achieved:
API First architecture
Containerized
Message Bus
Ability to break out to a microservices framework if required later
Enterprise Layering

PostgreSQL will be used as the primary database technology.

Deliverables
A comprehensive technology stack and reference architecture to deliver an application that is future proof and scalable.

Provide references for where this architecture has worked and solved similar problems.
Must run within Docker containers
Must be an API first approach
Must be able to scale and recover from failure
Must allow for other API's to integrate seamlessly
Drive a React application
Use caching layers to improve performance
Comprehensive logging
