Ola like app in flutter and admin panel in Laravel

I want to create an Ola-like app in Flutter and an admin panel in Laravel. So there will be two apps, one for the customer and one for the driver, and an admin panel. Since I have a very limited budget, I need someone who has worked on similar projects so that the app can be made ready with a minimum amount of time and money. Assuming that the app will be exactly the same as Ola, please share a ballpark estimation of cost and time. If your budget suits us, we can discuss it further.
