I am looking for a skilled developer to create a multi-vendor marketplace with the following requirements:
Programming Requirements:
No JavaScript. The platform should rely solely on HTML, PHP (Laravel preferred), CSS, and MySQL.
Payments to be handled in Monero (XMR) and Bitcoin, using node servers (via bitcoind for Bitcoin).
Must be privacy-focused, fast, and efficient.
Payment Structure:
A 2% market fee applies to each sale.
Vendors pay a one-time fee of $200 to list their products.

Admin Functions:
Dashboard & Control Panel:
Overview of site activity (active users, transactions, vendor activities).
Ability to approve or reject vendor registrations and listings.
Set site-wide market fee and vendor fee.
User & Vendor Management:
Manage user accounts (view, edit, suspend).
Vendor approvals and level ranking.
View and respond to customer support tickets.
Financial Management:
Track all payments made in Bitcoin and Monero.
Manually manage Escrow functionality for safe transactions.
Withdraw marketplace fees from sales.
Product Management:
Ability to moderate listings (approve, reject, remove).
Category management (add/edit/remove categories).
Content moderation for all user and vendor-submitted material.
Order & Dispute Management:
View new, pending, and completed orders.
Manage order disputes and initiate refunds.
Resolve reclamations between buyers and sellers.
Security and Compliance:
Implement two-factor authentication using GPG.
Secure PGP messaging for all user communications.
Review site security logs and ensure compliance with privacy standards.
Buyer Functions:
Account Management:
Register/login with a username and password.
Set up a PGP key for encrypted communications.
View and edit profile details.
Product Browsing & Search:
View all products and vendors, with options to filter and sort by category and product attributes.
View product details, including descriptions, vendor ratings, and reviews.
Ability to add items to a shopping cart for multi-product purchases.
Order and Payment:
Choose payment method (Bitcoin or Monero) and complete purchases via node servers.
Ability to choose Escrow payment mode for secure transactions.
Confirm receipt of product and complete Escrow release.
Messaging and Support:
Use secure, encrypted private messaging (PGP required) with vendors and support.
Access support center for assistance with orders, disputes, and account issues.
Provide feedback and review purchased products.
Vendor Functions:
Vendor Dashboard:
Overview of account status, product listings, and sales performance.
Access to inventory management and order tracking.
View balance, deposit, and withdraw funds (BTC, XMR).
Product Listing & Management:
Ability to add, edit, or remove product listings.
Manage stock quantities and product details (description, price, images).
Product categorization and tagging for better search visibility.
Order Fulfillment:
View, accept, and update orders as sent or completed.
Ability to use Escrow or direct payments for orders.
Resolve issues or disputes with buyers directly via PGP-encrypted messages.
Customer Interaction:
Respond to buyer messages through secure, encrypted private messaging.
Receive and respond to reviews and feedback.
