Migration old Laravel Version

Looking for a Laravel developer to migrate our current version of Laravel 5.4 to the 9 version. We are not sure if any custom packages or libraries are currently being used in the project. The ideal candidate should have experience with Laravel 5 and 9 version of Laravel. The project has a tight deadline and needs to be completed ASAP.
