Laravel Web-App with Admin Dashboard

I am looking for a developer to help me build a web app using Laravel. The main feature of interest for this project is an Admin Dashboard.
The possibility of opening different events - each of which has its own new user base, but all data is saved on a common one.
The superadministrator should be able to add/remove users from the main common database to the database for a specific event - so that we don't have to register the same people over and over again.
Three user levels
1. Superadmin - access to all functionalities
2. Admin - access to all users and functionalities within a certain event
3. User - basic user who has access to the data of his "team"
In addition, they should also have a web form on the link that is not protected by a login, through which single users can log in. For example when we do not accredit teams but one judge or person at the scorer's table, then we send them that link to fill in with their information.
The data to be entered for each person are:
Name and surname*
Photography*
Function*
State
Movement zones
* are marked things that are mandatory, and the rest are optional
The possibility of generating a print - of each person separately or a batch print of several users that we mark
