Laravel Online application for traffic monitoring

I am looking for a Laravel developer to create an online application for parking events.

Features:
- Admin login
- User login (admin can create accounts) (each user can have different locations etc)
- License plate management
-> Events are selected day and location are loaded from mysql db and together with images from a file system shown to user.
- User decides what action should be carried out for each car.
- User can then transfer the current day or selected days to an interface from another application. (that part will be implemented in a 2nd step)

Integrations:
- No specific integrations with other software or systems required at the moment

User Interface:
- Customized but keeping the overall look clean and simple

Ideal skills and experience:
- Proficient in Laravel framework
- Experience in developing online applications with user login functionality
- Familiarity with parking space management / traffic control
- Ability to create a clean and simple user interface with customization options

- We already have Laravel applications for other business in the same field so that should follow same look and feel.
