Laravel - Load Packages without installer

I am using laravel nova and I want to create a foler "Packages" where there I will upload any laravel package and the system to load it. I do not want to use composer

I am adding the following package links tht might be useful:
- https://github.com/spatie/laravel-package-tools (for working with any package)
- https://github.com/outl1ne/nova-menu-builder (demo package that i want to load)
