From form to flow builder - small auto-reply flow

to implement a auto-reply flow for a feature I have a my CRM which is fully working based on a FORM.
So currently , we create the auto-reply rules using this form. Simple one just 4 types of elements, saving rules to a database (mysql). Frontend of my CRM is laravel. There is no actions related to send or receive messages, just from flow builder (currenly a form) to DATABASE. (I have a API that interacts with this DB).
I have a few doubts as I am not a developer: I dont know exactely in which language we configure the flow rules (this is up to you to check at the link above) and I need to be able to attach image/video link (upload inside the flow (no need for view, just upload and show link of where it was saved) which I am not sure if its possible. I think the flow was developed using vue, at least part of it.
