Develop Performance Management System (PHP/Laravel/MySQL)

I would like to develop a Performance Management System based on Laravel PHP and MySql. The system includes the following features:
- Scorecards and KPI’s
- Project/Initiative Management (Tasks and Milestones)
- Strategic Objectives
- Strategic Maps
- Presentations
- Dashboards
- Reports
- Alerts
For maps, dashboards, and charts I prefer utilizing any of the open-source visualization tools, as well as the reporting feature, rather than building new ones. So, I assume the bidder will propose suitable tools that can be used to meet this part of the requirement.
I attached a shortened copy of a user manual for PMS system to demonstrate the targeted features. I will share more details with the qualified bidders.
