Delivery and cutoffs for food delivery company. Solve the problem!

We must find a solution to program the cut-offs and delivery dates for the costumer to choose from at checkout in our store Trenogmat.com. The shop is programmed in Laravel.
We have static information and dynamic information. This informations are connected to each others:
The costumer must be allowed to choose the delivery date with constraints to the cut-offs and zip code - cut-offs and the delivery day are dynamic. We have STATIC (the zipcode information, the delivery hours, the price (constraint to zipcode) ). And DYNAMIC - Cut-offs and delivery date constraint to STATIC (xls file) ( (the zipcode information, the delivery hours, the price and the delivery area (constraint to zipcode) ).). NOTE! There may be the same zipcode but different cut-offs and different delivery days.
Example: godtlevert.no (please follow the process and try adding different zipcodes : ex: 3090 or 0159 - the delivery date to choose from is related to cut-off date and time and is dynamic generated based on the zipcode that is entered.
You provide the flow and the solution and we will award the project to you and possibly long term contract.
